Typically, the Node Configuration frame is launched from Workflow Designer while configuring the node properties.
To launch Node Configuration frame from Workflow Designer, select node type from the list of values and click the application link button pointed with red arrow in Node Types tab on the node property sheet as shown in the figure below:
