Typically, this application is launched from Application Builder while configuring the Workflow Type node properties.
To launch Workflow Designer from Application Builder, click on the button beside the Link to Workflow field on the Workflow Type node property sheet.

When you access the Workflow Designer, the screen appears as shown below:

Right-click on the Workflow Type node and select Drill Down. The drill down displays an empty canvas where a workflow can be created using the workflow states as shown below:
